ADVERTISING


Advertising Policy & Procedure

Purpose and Scope
To establish a universal advertising policy for individuals and businesses, LRIA members and non-members.

Policy
There shall be a uniform procedure that establishes procedures for advertising in the LRIA newsletter and associated fees of such advertising.

LRIA membership is determined by active and current dues payment fulfillment as outlined by LRIA Annual Dues Policy.

Procedure
Personal Advertisements

1. A hard copy of the advertisement must be sent to the LRIA office in electronic and paper form.

2. The advertisement will be reviewed, and a decision made on its inclusion in the publication.

3. If approved, the vendor will be notified.

4. The following pay rates apply to approved advertisements:

Ad size LRIA dues member non-member  
1/8 page $20 $40  
1/4 page $40 $65

1/2 page $60 $90 5. Payment must be received two weeks prior to the schedules release of the newsletter. 6. Should there be any reason why the advertisement cannot be placed into the newsletter, the vendor will be given the option of holding the advertisement until the next available newsletter, or the vendor can withdraw the advertisement and be reimbursed for the fee.

Business Advertisements

Procedure

A. Household Dues

1. Annual household membership dues are established and approved by the LRIA Executive Board at the executive meeting in April of each calendar year.

2. Dues shall become payable to the LRIA effective May 1st of each calendar year, and constitute payment in full for a period of one year.

B. Busines Dues

1. Annual business membership dues are established and approved by the LRIA Executive Board at the executive meeting in April of each calendar year.

2. Dues shall become payable to the LRIA effective May 1st of each calendar year, and constitute payment in full for a period of one year.

Term
Membership dues become payable to the LRIA effective May 1st of each calendar year, and remain valid until April 30th of the following calendar year.

INCLEMENT WEATHER


Inclement Weather
Policy & Procedure LRIA122610


Purpose and Scope
To establish a uniform policy regarding LRIA community meetings during periods of inclement weather.

Policy
There shall be a uniform policy that establishes factors for determining the cancellation of pre-scheduled LRIA general meetings and/or related activities during periods of inclement weather.

Procedure
The Loch Raven Improvement Association, Inc. shall follow the closing schedule of the Baltimore City Public School System and/or the declaration of a Phase 2 snow emergency by the City of Baltimore.

1. Should the Baltimore City Public School System announce weather-related closings, the LRIA general meeting and all related activities of the LRIA shall be cancelled or postponed.

In addition, should an announcement be made by the Authority, relating to the cancellation of Baltimore City School evening activities, the LRIA general meeting and all related activities of the LRIA shall be cancelled or postponed.

Postponements shall be rescheduled at a to-be-determined date and time, and at the discretion of the LRIA Executive Board. Cancelled activities will not be rescheduled.

2. Should Baltimore City Government announce the implementation of a Phase 2 snow emergency, the LRIA general meeting and all related activities of the LRIA will be cancelled or postponed.

Postponements shall be rescheduled at a to-be-determined date and time, and at the discretion of the LRIA Executive Board. Cancelled activities will not be rescheduled.

REQUEST FOR CITY SERVICES

Requests for City Services Policy & Procedure

Purpose and Scope
To establish a protocol by which the Loch Raven Improvement Association requests Baltimore City services, relating to sanitation, environment, lighting, street repair, housing, rodent extraction, animal control, abandoned vehicles, illegal parking, and similar concerns that affect the quality of life within the Association district.

Citizens within the LRIA district have the absolute right to individually request qualifying services from the City of Baltimore by accessing the 311 Call Center network.

The LRIA, however, shall be a community voice that will have greater impact upon resolution of such matters affecting the district as a whole.

Policy
There shall be a uniform procedure that the Loch Raven Improvement Association will use to request qualifying services from the City of Baltimore.

Procedure

1. Matters referred to the LRIA shall be reviewed by the LRIA Executive Board for relevance and urgency of such requests.

The Board may, at the request of the President, seek additional input from LRIA Executive Committee members.

2. The Board, or committee, shall approve or deny such requests as determined by the review.

A. Approval

The LRIA shall draft a memorandum to the appropriate City authority, requesting specific services relating to civic matters as outlined above.

The memorandum shall be forwarded the proper authority by postal mail, electronic mail, or hand delivery, based on context of the request.

The Secretary shall record the date and issue of the memorandum, assign a LRIA tracking number for reference purposes, and log the request as "pending".

B. Denial


The Secretary shall record the date and issue of the memorandum, reason for the denial, and log the request as "inactive".

3. The LRIA shall allow two (2) weeks, from the point of initial mail contact, for a response from the appropriate City authority and the decision thereof.

4. The LRIA will accept or reject the decision of the City authority.

A. Accepted


The LRIA shall draft and submit a letter of acknowledgement to the appropriate City authority.

The Secretary shall log the request as "closed".

B. Rejected

The LRIA shall resubmit the request for City services to the appropriate City authority, stating reasons considered valid for the second request.

The LRIA may elect to supercede the original City authority, based on the circumstances of the second request.

The Secretary shall record the date of the resubmission and log the request as "pending – 2nd request".

5. Upon satisfactory completion of the request for City services, the LRIA shall draft and submit a letter of acknowledgement to the appropriate City authority.

The Secretary shall record the date of such completion and log the request as "satisfied".
